Golfers hoping for a brand-new rulebook in 2026 or 2027 will have to wait. The current edition of the Rules of Golf remains in force, and The R&A has confirmed that the next full edition will take effect on January 1, 2028. That does not mean nothing has changed. The biggest golf rules changes in 2026 have come through the Model Local Rules 2026 package: six new or revised options that committees can adopt for their courses and competitions. Here is what club golfers and competition committees across the Caribbean should know.
Six new and updated Model Local Rules for 2026
Model Local Rules are optional tools that a committee can adopt for a course or competition; they do not apply automatically. Effective January 1, 2026, The R&A and the USGA introduced or revised six of them, as detailed on The R&A’s website:
- Internal out of bounds (MLR A-4): committees can now limit an internal boundary so it applies only to strokes played from the teeing area, rather than every stroke on the hole.
- Embedded ball (MLR F-2): a new option allows free relief when a referee finds a ball sitting below ground level in an unrepaired pitch mark made by someone else. It is restricted to competitions with live television coverage and referees present.
- Ball moved without the player knowing (MLR E-14): where video shows a ball moved and the player was reasonably unaware, the penalty for playing from the wrong place is reduced from two strokes to one. This is also limited to televised events with video review.
- Line-of-play relief near greens (MLR F-5): the existing relief for immovable obstructions close to the putting green is extended to certain types of ground under repair.
- Motorised transportation (MLR G-6): the purpose statement now lets committees approve a ride a player mistakenly but reasonably accepted, even if it was not part of the organised transport.
- Damaged clubs (MLR G-9): players may repair a broken or significantly damaged club using components already in their bag, and any replacement must keep the set’s progression. This is intended for professional tours and elite amateur events.
Why the cart-ride rule was revisited
The G-6 update followed a run of awkward penalties in 2025. According to Golf.com, a caddie at the U.S. Mid-Amateur and another at the U.S. Amateur accepted rides they believed had been authorised, and six Korn Ferry Tour players were penalised over shuttle rides between holes. The revised guidance gives committees room to approve such rides after the fact when it was reasonable to think the offer was legitimate, while still allowing a penalty when a player simply chose a ride for convenience.
Model Local Rules 2026 in context: equipment is next
The local rule changes sit alongside a busier equipment debate. The governing bodies have pushed the new golf ball testing standard back to a single January 2030 start date for all golfers, and in September 2026 they proposed separate tour-only limits on balls, driver faces and club length, with comments due by October 21, 2026. What it means for Caribbean club golfers
For most golfers in the region, the practical impact is limited. The equipment proposals are aimed at elite tours, and the new ball test will not apply to anyone before 2030. The 2026 Model Local Rules matter most to committees: if your club or national federation runs events on courses with internal out-of-bounds lines, for example, the new A-4 option may be worth a look. Players should check the local rules posted for each competition and ask the committee when in doubt.
The bigger milestone is the 2028 edition of the Rules of Golf. Expect the governing bodies to publish details well ahead of its arrival, and expect Caribbean federations to follow with updated guidance for members.
